I can not find where to enable the component panel. The visual editor is standard. Bitrix: 18.1.5
In the visual editor settings, only "show snippets panel".

There is nothing in the visual editor settings. I'm using an admin account.
(The "News list" component has already been set in the template)

Components are displayed when you click on the "edit page" button in the general admin panel at the top.
