How to enable linux subsystem in windows 10?

I constantly use Ubuntu, I had to install Windows 10 as well. Previously, there was a Linux components tab in disabling and enabling Windows components, now it is missing.
How can I enable this mode?

0. Enable developer mode:
1. Go to Control Panel, Programs and Features, and then select this:
2. Then, on the command line as an administrator, runlxrun /install

Previously, the Linux subsystem could only be enabled in developer mode. Then, it seems, this requirement was removed, but if Windows is not updated, then Linux may not show it without it.
