How to enable inkjet printer from debian PC?

Good day. In the pantry (home server room) there is a debian (headless) server. I had to put an Epson R290 inkjet printer there too. It is necessary to turn on (turn off) the printer remotely from the windows machine for further printing.
It is necessary to implement a short circuit of two contacts of the printer button.
I am considering an option using arduino + relay, in parallel with the power button.
There is an arduino nano and 2 relays. I want to use them.
I don't know how to connect arduino to PC in control mode. What to use built-in USB?
And how to send a command from the console.
Or using the com port.
The command can (in plans) be sent through a simple web interface running on the same server. (apache)

There are no cups already. But you need to remotely perform a physical button press.
Interesting with this socket you suggested. Do you have all the appliances turn on and start working as soon as you plug it into the outlet? The printer has a power button, you have to press it.
