How to enable gulp window in phpStorm?

How to enable this window in a storm?

When I start a new project, I set the scope, mark up the mark directory and the window does not appear.
It can be called from the Tools->Run Gulp task (Alt+F11) menu, but it's a little different, it's floating and doesn't clip to panels.
And if you completely restart the storm, then the panel appears in its place. I would like to learn how to turn it on and attach it without restarting the program.
