How to enable FTP on OS X Server 10.8 (Mountain Lion)?

Hello!
There is a local grid, in it mac mini server OS X Server 10.8. You need to share a folder on the server via FTP.
All attempts (created a separate section ( /Volumes/Reports), created a user and a group, set access rights to everyone and always, checked all rights) did not produce results.
UPD In the Server.app program, in the Services section there is FTP. I set the switch to ON, selected the shared folder and set all rights.
FTP issues either
530 User ftpuser may not use FTP.
either
530 User admin denied by SACL.

Has anyone done this? How to do it?

Do you really have a server version of OS? personally, I have a Server application in which everything is perfectly configured.

is the system ok? permissions, updates, maybe some tools screwed up something, look at the logs
