How to enable debug panel in YII2 only for usera with admin role?

I know how to connect the debug panel by ip. But there are Admins with dynamic ip addresses. How to connect it by user role?

You can inherit the module and override \yii\debug\Module::checkAccess in it. Here is another issue on this topic.
