How to enable content editing toolbar in modx revo?

I'm just getting into modx revo.
In one modx project, when editing a resource, there is a convenient toolbar:
prnt.sc/cvex90 - screen.
If you take the "bare" modx, then this panel is no longer there:
prnt.sc/cveygw - screen.
Interested in how to activate this panel. Could this be a plugin? Or is it enabled somewhere in the settings?
