How to enable auto-continuation of server application command names via shell?

When I try to register service apa [I press Tab], it is not completed to apache2 - why? When I type /etc/init.d/apa [press Tab], path completion works. How to enable auto-continuation of server application command names through the service program shell?

zsh can do this, it is possible that /etc/init.d/apa will work with bash-completion as well . it looks at file/directory names
