How to emulate keyboard at driver level?

I asked myself to create a low-level keyboard emulator (to work even with a password entry window in Windows). At the system level, there are no problems with emulation, but it does not work if you press CTRLALTDEL, although this is the main thing for which it was needed. In this connection, the question is, if there is any way to emulate keystrokes at a lower level, so that it is perceived by the system as something physical. It is desirable that this can be somehow merged with .net, tk. there is almost no programming experience in other environments. I ask for advice if anyone has come across a similar issue.
