How to embed a script in a chip?

Hello. In general, for a long time I want to make a fuss about an ordinary light beam, and hang it at home as a lamp)
And now I have such a question.
For example, I will write a simple JS that will turn on and off each light in turn. It can even be written in CSS3. What's next? What to do with this code. According to the idea, some kind of microcircuit is needed, on which this matter must be recorded and connected to the future lamp.
In general, I have no idea how to implement this, but this question haunts me. Please describe the whole process in as much detail as possible.
