The sequence of actions is as follows:

It seems you want to reinvent the wheel.
There are ready-made SDs, where the processing of an already received letter is carried out and a ticket with a number is created, according to the keywords in the letter, it is already assigned to a specific group of performers, and already the performers receive a letter with the number of the ticket assigned to them.

usually similar processing does on local delivery of the letter. You can write your own Mail delivery Agent (MDA), which will stand between the MTA (mail transfer agent) and the "real" MDA (mail delivery agent), will receive a letter from the MTA, process it and transfer it to another MDA.
