How to edit hidden extended file attributes in windows?

Some programs can add their own attributes to files that are visible to mediainfo and the like.
For example, avi splitter adds its own attribute - the date and time of cutting the video file, virtual dub - the date and time of encoding and its name.
How to add your own attributes, edit and delete similar ones? Interested in winapi code in a high-level language.

WinAPI has nothing to do with it, these are not file attributes (with which WinAPI works), this is meta-information (tags) written directly in the file, just like. Look for descriptions of the necessary file formats, study. Surely there are ready-made libraries with which you can work with media files.
