How to draw up a strategic plan for the development of web services with writing documentation for them?

The company I work for has a bunch of current web services with a bunch of current Wishlist and a lot of plans for the future to develop, refine these services and create new ones. We are ready to allocate resources and labor, the main thing is that there is sufficient argumentation and the company's goals are achieved.

I am expected to collect requirements from managers, draw up a list of tasks, set and argue deadlines, search for workers, write plans for completing tasks, actual technical interaction with contractors.

For me, this is a new role in the company, I would not want to thoughtlessly dive into this whirlpool. Is there anything to read on this subject? Maybe some practical cases with examples of compiled documentation, etc.? I would like to approach this issue of strategic development systematically and professionally. To make it clear and transparent for the management what programmers are doing, why it costs so much, what results and when to expect, etc.

Your task is no different from the typical tasks of any project manager. And not only in IT, but also in any other industry - collecting, requirements, analyzing requirements, drawing up an implementation plan, managing the development budget, etc.

You have already dived, agreeing to take a position for which, apparently, you have neither the experience nor the knowledge.

Thousands of books and tens of thousands of sites with "something on the subject." Including case studies, proven methods, best practices, etc. Google for the word "Project Management" and read everything. Well, you can still clarify "IT Project Management".
