How to draw elements on top of a map or SVG image of a map?

Hello, here's the problem. It is necessary to take a map of a certain area (I took it from OpenStreetMap) or an SVG image of the map, and draw something like an ellipse of chlorine emission and with an arrow of wind direction on top of it (I receive weather data with details locally every 5 minutes). And redraw it every 5 minutes depending on the direction and speed of the wind.
Advise how, where, in what way, or offer your own solution to this problem.
