How to draw an interactive network structure with layers?

Tell me, please, how can I draw an interactive network diagram, with layers? I see something like this: the general plan of the enterprise, from several buildings, on which the general structure of the network is plotted - switches are indicated, and the communication lines between them. In several layers, or simply, in different colors - different vlans. We select some building, building, "fail" into it, and we see, already, a more detailed network diagram, with lines to hosts, with the designation of a specific host. It is also possible, in different layers - different vlans.
A huge plus will be the possibility of online monitoring

The Dude can do this - different layers - these will be different maps.
Monitoring is also included. It is desirable to have a piece of iron from mikrotika that supports The Dude. But you can also put it in a virtual machine on Mikrotik CHR.

Regarding online monitoring, I know what Nagios is capable of, and Zabix seems to be the same. In the same place, a regular network map is built, which can then be viewed in real time.
Regarding the "layers" I have not seen such a tool, I think you will have to do a self-writing.
Why didn't you like Visio?
