How to download csv dataset?

I have a csv dataset of handwritten letters ( https://www.kaggle.com/ashishguptajiit/handwritten-az), how can I train a neural network based on it? How to download it normally? I am working on python + tensorflow

Yah! Are you working with Python and can't upload a file????
Throw this thing: handwritten letters, neural network, all sorts of tensorflow.
You can't learn atomic physics without learning the multiplication table. Or will you argue? So why did you decide that you can work with neural networks without learning elementary programming? And I'm afraid the next question will be "how to write a cycle."
