How to download all photos from a given area?

Good afternoon. I make a VK API request (I specify the search radius and coordinate), in which I get photos from the specified area. It gives me a Json file with links to photos and the number of them in this area (for example, 5000 pieces). But VK has a limit of 1000 photos per request.
That is, I download this 1000 photos. I want to download the rest of the photos (4000 pcs). But with a new request, VK gives me again the same thousand photos that I have already downloaded.
Tell me how you can organize a full download of all photos located in a given area (circle on the map). What algorithm can be implemented?

VK api has such a thing as offset - search offset.
