How to download a specific piece (part) of a file in C#?

For one idea, you need to somehow download a specific part of the file, that is, a sequence of bytes starting from a certain position in the file and a certain length, all this should naturally be downloaded from both http and https, a kind of download manager, but slightly specific (no analogues i searched :), is there a way to do this or is it server specific?
