How to download a library in c++ via console?

Is it even possible to download libraries in the pros via the console? For example, as in python through pip. Perhaps there is some kind of tool for downloading or about which the Internet is silent (already googled, did not find any tool or method)

If this library is in the Mint repositories, then "apt install package"
(where "package" will most likely be lib-dev )
