How to download a file to RAM and convert it to base64??

Hello everyone, I can't implement the following:
Download a file from a link without saving it to disk (directly to RAM),
then convert the resulting string to base64.

Various problems arise, the last one is the stack is clogged during the conversion, I ask experienced people to help.
Preferably without extra libraries and using node-fetch.
