How to downgrade a website?

There is a site that did not respond very well to my product (competitor site) And when you type in the name of the product (this is a program) into Google, their false article pops up in the top three. Is there any way to lower this page in the search results? (not a website but one page) If so, tell me by what methods?
If I just write a rebuttal article, it won't help. Their review site is well promoted and was created earlier. I am not an SEO. And on my site a minimum of text. Only new versions of the program. I turned to the author with a request to remove the article (or smooth the corners), but he asked for a large amount of money for this. So I'm wondering how to protect myself from this.

Complain to the hosting site of a competitor.
To do this, ping their site, then enter the resulting IP in the "Search IP address" box on the site https://www.ripe.net/support - this is a site with a database of IP addresses (it will tell which organization (most often, an Internet provider , hoster, data center or just a large company) issued IP).
The search results will show abuse contact to: - this is the address for complaints. Most likely, you will find a hoster (or a site, or their proxy servers - but rather a site) by IP-shnik. Write a complaint to the hoster (be sure to indicate that you are the owner of your site and trademark or what you have there; that you have already filed a complaint with the police / written to Roskomnadzor). Write from the mailbox of your domain / site, which I will mention in the ill-fated article. And attach correspondence to the letter - they say, slander and extortion of money. It is advisable to call technical support a couple of times later and find out how things are going on the complaint.
The complaint can indeed be duplicated by an appeal to the police (then indicate the number of the incoming one in the complaint to the hoster). With a very high probability, the hoster will not want to deal with either the cops or you, and will oblige the site owner to remove the article within 24 hours.

Don't you think that there is a legal field and liability for libel? Act within the law, contact a lawyer, witness the violation (there are special notaries) and write a statement to the court. Most likely, a pre-trial settlement specialist will solve this problem.
