How to do without composer?

Now all the different frameworks are offered for installation via composer. I do not argue, it's cool and convenient. But! The enterprise where I work goes to the Internet through a proxy, and I work on Windows. Using a composer in such a bundle becomes difficult.
How to be in that case? Some authors publish archives ready to work out of the box (with autoloader, etc. - download the archive, unpack and enjoy), but not everyone does this. And this archive is not updated often.
Perhaps there are online services that can generate a ready-to-use archive with all the files? Suppose I feed him a composer.json file or text from it, and he prepares an archive for me and sends a link to it by mail?

Yes, I work on Windows.

Are there any "difficulties" for composer to work in Windows? I personally don't remember. And then, there is vagrant, set up an Orthodox environment in Linux and live in peace. And you will be coding in Windows.
