How to do programming on a computer if it is forbidden to use any media?

At work, there is time to do something of my own, I want to do programming, it is forbidden to use my usb flash drives, install software for programming.

Remote Desktop. Connect to your home computer (and not only that) and study / work.
As they say "... with a slight movement ..." of your fingers - you are back on your desktop and working.
Even the standard one: what is under win, what is under lin.
