How to divide access rights by city in 1C-Bitrix?

It is required to divide the information on the site by cities. So that representatives from the city can edit and manage only information about their city (orders, messages from the site, information blocks linked to the city).
Maybe someone has done something like this?
And how is it better to implement it, in the admin panel or in the public part?

If there are few cities, then it will be most convenient to create several user groups - one for each city, and manage rights through user groups.
