How to distribute your application to more than 100 devices without hosting in the Apple Store?

It is planned to create an application that will be distributed without placement in the Apple Store.
They will not take him there due to the specifics of Apple's requirements. Checked by competitors :)
Please explain how to distribute such applications? As I understand it, in the Apple Developer Enterprise Program
, you can distribute the application to no more than 100 devices per year (All sorts of Ad-Hoc and In-House options). How to get around this limitation? I know for sure that this is possible. There are some options with TestFlight applications, but there seem to be problems with new versions of iOS. In general, I'm looking for specifics.
You need to figure it out yourself and demonstrate the solution (or its description) to the authorities before writing the TOR for the development of the desired application.

As an option, save the downloader for your main application in the appstore - this is how viruses spread themselves, for example :)

Apple Developer Enterprise Program - we use, I find it difficult to answer how many thousands of devices our clients use.

TestFlight (a tool purchased by Apple) seems to support 1000, more is already B2B, as mentioned above - Apple Developer Enterprise Program
