, in fact, the problem is that the question you are looking for is poorly described even in the RFC.
In my case, there was a problem in prioritizing work in the broadcast range with finding the appropriate DSL AC server. (channels were substituted randomly).
Establishing an explicit session with the desired AC server will be difficult because they are all in the broadcaster and whoever is first is right.
PADI works outside tcp \ ip, respectively, PADO too, the easiest way is to physically delimit the broadcaster.
Of course, there are solutions, but all of them are rather inelegant and require iron.
In my case, everything was even sadder, the provider was the same on all channels and easily accepted logins and passwords ;(
