How to distribute the load among the cores?

There is a machine with 4 cores on board, there is a process (this is a game server) which is Georgian up to 80-90% of the core in turn, 1 then 2, 3.4 and again on a new one. Is it possible to distribute this load across all four cores?

No, except for the small chance that this game server has some kind of settings for using cores.

Get a machine with fewer more powerful cores. Picking this on the part of the user is unproductive.

Apparently the server is single-threaded. You can get out of the situation if you run 4 servers on different ports, for example, they do this with OpenVPN, which is also single-threaded :-(
Naturally, the server settings should provide the ability to change the port, and clients will need to explicitly specify a custom port.
