How to distribute the Internet on Android if OpenVPN is enabled?

We have: LineageOS latest version on Asus ZE500CL; Ubuntu OS on PC OpenVPN for Android app on your phone.
The developer stated that wifi sharing is possible and vpn will not be used.
In fact, when you try to connect to WIFI from a computer with VPN enabled on your phone, it takes a long time to connect to the network itself (to the access point), but in the end the connection simply breaks.
If you disable VPN on your phone and then connect to WIFI - everything is fine.
Maybe it's the routes, but how do I change them?
It is possible to enter data / data from under TWRP (without root in a protected area). What needs to be fixed?
And is it possible to restrict access to the network, except for VPN? So that it does not leak when breaking.
