How to distribute the Internet from a 3G modem to another computer via a local network?

There is a computer1, which is connected to the local network of the enterprise. A 3G modem is connected to it, with the help of which computer1 gets access to the Internet. There is a computer2 that is connected to the local network of the enterprise. I do not know exactly how computer2 is connected to the local network, since it is located 2 km from computer1.
Please tell me how to transfer Internet access to computer2 using a 3G modem, computer1 and local network. Or, tell me which way to look and what technologies to use. I'm not very good at computer networks, but I think I'll get the gist of it. Now I'm looking towards creating a VLAN network within the local network of the enterprise, but I have no idea how to do it.

1. Write down the local IP address on a computer with the Internet (the IP that looks into the company's network).
2. Go to computer 2, ping the local IP address of the first PC.
3. If the ping goes - raise a proxy server on the computer with the Internet (at least this one )
4. Configure the use of a proxy server on computer 2.

Do I need to give Internet access only to the second computer?
Then you need to raise a vpn connection between these two computers and share the Internet within the resulting network.
If all computers in the lan network - in the settings of the lan interface, just check the box "allow to use my connection to the Internet"

There is no way with a 3g modem, you need a base station or you can also use wi-fi using a directional antenna. Or connect via vpn as an option via the Internet.
