How to distribute a specific ip address in squid to a specific user?

The question is that the user who logs in through based authorization would be
given a specific ip.
For example, "Vasya" logged in, gave him ip1, "Petya" logged in, gave him ip2.
ip can be the same for both Vasya and Petya.

Somehow everything is illogical. In order to carry out authorization over the network , there must already be an ip-address! And then immediately bang (logged in) and it was changed! Some interesting usage pattern turns out ... I
suspect that the task that they are trying to solve in this way and which is unknown to us is solved much easier and without such frills ...
For example, through setting the 801.1x option on the switches (you can with (free) radius whores and blackjack). This is when the system, when connected to an ethernet or wifi network, asks the user to log in, after which it provides him with the necessary access to the network (and possibly settings).
