How to display tooltip on top of divs and content?

Hello dear friends. Displayed a tooltip when hovering over a certain word (On pure css)
It contains the names of more than 30 cities that do not fit in it and just cut. If you increase widt and height, then all the same, neighboring divs prevent expansion. How to make it pop up on top of all the divs? Maybe there are options to just edit the CSS without adding various scripts and so on....

Issue resolved: I simply removed the overflow: hidden value from the parent div, and everything began to float on top of everything!
