Is there a way in Bitrix to display the full tree structure of sections along with all the elements without unnecessary requests?

Answer 1

Not. Will not work. Two requests will still be needed - first get the sections, then the elements. Arrange the elements in sections, and then rebuild them into a tree structure. The code is a little lazy to write, so if it's clear - do it. If not - write what exactly - I'll scratch the code.
