How to display one site without the ability to close and open other tabs?

I have one large touchpad on windows. there is an option to use it to display off site. but visitors can also wander to other sites. how it is possible to limit it or maybe there is some software for this functionality.
and if there is such a possibility of implementation as using two tabs - 1 off site and 2 - to display pdf files from 1 tab.
