How to display a progress window on top of a running AccessibilityService that is currently stopping applications?

How can I show the user my screen on top of this entire process at the moment of stopping applications, which occurs through the AccessibilityService service, so that the AccessibilityService continues its work, and the new screen that is shown on top of this process does not interrupt it.

These applications have the same meaning. They are just on top of the entire process of stopping, which occurs through the AccessibilityService, they impose Overlay (some kind of progress screen of their own).
I also noticed that these applications, in addition to this trick, request the "Always-on-top" permission.
