Have a MySQL DB with a table_message table? where some notifications go. How to display a message as soon as it appears, on top of all windows on the user's PC. It is logical, I think, to write an application that will do all this. For Windows, look at Delphi, for Mac it is also suitable, but for Linux you need to do it in C.

I found a way to implement notifications on a PC by creating a desktop application on Electron. Telegram is not an option for me. Somehow it’s not solid and I didn’t like the implementation somehow ... But it tastes of course ...
