How to display a listing of elements on a page + detailed view?

Good afternoon.
Now there is a news folder, the complex news component is connected to index.php
And everything works well, there are pages of sections, detailed view, and so on.
But my SEO boss doesn't like links like:
site/news/category/element
And he wants to remove news so that it is:
site/category/element
How can this be done without deleting the main page and without changing index.php there?
My option is to refuse to use the news component (nonsense, I'm aware, but if he wants, let him get it), create folders - sections and display the listing there using news.list, but in this case I don't know how to display the detailed view page.
Tell me please, what are the options ?
