How to disable Woocommerce cart check?

Orders are placed in the admin panel and then a link to the checkout is provided.
That is, the order is added in the admin panel.
A product with a value of 0 is selected and the total cost is added to it in the order.
Next, a link is provided to the user for a checkout, which indicates what is in the order.
But!
After connecting Ligpay payment modules or others.... there is a check and redirection to an empty cart.
That is, by clicking on "Pay", Woocommerce checks if the cart is empty... It is, of course, empty, since the order was created manually and there are no products on the site at all (only one for placing an order).
How to remove this check and make payment modules work without checking the cart?
Other payment methods (direct payment or courier - standard) - work fine
