You can solder it. In general, following people without their demand is not good, and therefore the LED does not turn off.

In theory - you need to climb into the webcam drivers. Some models store these settings (LED on/off) in the registry. Or turn off the device - the camcorder. But I agree with Vladimir Martyanov :)
