I don't think there is a ready solution for this. Rather, you need to patch the Cyr-to-lat plugin.
And on the other hand, it’s easier to write a small function for transliterating Cyrillic characters yourself and display a checkbox on the post page, etc. The checkbox is enabled by default (transliteration is enabled) and, if necessary, uncheck the box and there will be no transliteration.

Faced the same problem. It is advised to write a cycle for checking the current language, try searching the forums.
For myself, I went through all the available plugins, I did not find any solution. I settled on the fact that after substituting the Latin name into Ukrainian, I manually change the character that I need. And there he is only one - this is the letter "and".
