How to disable the withdrawal option in bitcoin core?

The server has bitcoin core installed. It generates and issues wallets that replenish. How can I disable the function of withdrawing money from the server? That is, what could only be accepted, but it was impossible to withdraw money through requests to bitcoin-cli?

Just prevent users from executing commands directly to bitcoin-cli. There is an option to disable wallets altogether, but this is not what you need.
