How to disable the ability to create objects in the database in upper and lower case?

Hello.
Apparently I have not worked with MySQL for a long time, now I decided to try the MySQL Percona fork, I read that it is optimized for SSD.
In general, I opened a new impression for myself.
In advance, please do not judge strictly.
Why was MySQL allowed the ability to create objects in upper and lower case (I expect to see answers not related to the expansion of the comfort boundary when naming, etc.)?

and is it possible to turn it off?

Why MySQL allowed the ability to create objects in upper and lower case
in short: it behaves like the file system on which it is installed.
is it possible to turn this off?
