How to disable telegram when the Internet is on?

How to make sure that when you connect to the Internet on Anroid, Telegram does not go online? I tried to nail it through "Applications - Telegram - Force Disconnect", but does it still become online when connected to the Internet?
That is, not my icon becomes "online" for someone, but Telegram itself becomes online. For example, if someone sends me messages, they are delivered when I go online.
What I want is to make sure that Telegram can only go online when I allow it.

In Lineage OS, you can, for example, disable background work. Then until you open Telegram, it will not work.
Still there are options with "firewalls". Some work like VPNs and do not require root rights, while others, on the contrary, require root and do not create a virtual VPN.
