How to disable tcp subsystem on linux?

Well, for example, if you send a SYN packet to a closed port, then the computer OS will send RST in response, because it is closed for it.
So how do you control this process yourself?
For example, I receive a pf_inet socket or pcap SYN packet in RAW, and so that the OS does not touch it.

iptables needs to be configured, there you can say that when a SYN arrives on a closed port, you just need to drop it
