How to disable tab shuffling?

I have a TabControl, it has many TabItems . When the TabControl runs out of space, it starts displaying tabs one above the other, and if you click on a tab from the top row (line), then this row becomes the bottom one (moves down), and the rest of the tabs are shuffled in an unknown way. The question is how to prevent such mixing?

I propose to solve another problem, do not torment TabControl and place tabs on the left and not on top .
