I'm afraid this is hardly possible - the fact is that Firefox does not save the pages themselves, only links to them. Therefore, at startup, in any case, loading occurs.
Previously, it was possible to use the Bartab addon, but it is not compatible with the current version of the browser.
In addition, you can set Firefox to read pages from the cache first, and only if they are not there, start downloading. To do this, first you need to set the browser.cache.check_doc_frequency=2 parameter in about: config and then start Firefox with the -offline key
This will start Firefox in offline mode and load everything it can from the cache, after which the offline mode is removed (File->Work Offline, or Alt+F, K). If there are few tabs, in this option they will all be restored, and they will be immediately at the place to which they were scrolled. If the number of tabs is calculated in many tens, most likely most of them are no longer in the cache, and then nothing will work.
