How to disable script execution in a folder?

Hello. There is a folder, let's say uploads. How can I disable the execution of any scripts in uploads from the main .htaccess? I know there is an option to create .htaccess in the uploads folder itself, but I have heard that it is possible to overwrite the file, which is not safe. If you have a better way how to protect the server, then I will be grateful)
