How to disable installation of services without notification?

Many applications, such as google chrome, .net framework, jdk, install services during the installation process without asking.
UAC asks only about changing drive C: before installation and that's it.
Actually, is it possible through a security policy, or by other means, to prohibit the installation of services without additional permission?
OS: Windows 7x64

Prevent the user from installing programs in security policies.
Actually for users, it is already disabled, only the administrator is allowed to set it.
