How to disable hard drives in Windows OS?

There is a laptop with three drives: an SSD connected via mSATA, an HDD in a regular place and an HDD in an optibay adapter. The power settings are configured to turn off hard drives after 5 minutes. However, only the drive in the adapter is disabled. Are there any utilities that allow you to configure disk disconnection individually?

It seems that the HDD is being accessed, so it does not fall asleep. Try disabling indexing and shadow copying in the disk properties. You can also put some kind of disk activity monitor to make sure that there are no accesses.
