How to disable booting in emergency mode after hard-reset'a Raspberry 2?

Hello! I'm new, recently bought a Raspberry Pi 2, installed Kali linux. Ssh connection works, everything is ok. I did everything according to instructions from the Internet. I use it without a monitor. After a couple of days, ssh stopped working, although the address is assigned by dhcp (you can see this in the router menu). I connected the monitor and I see some kind of abracadabra (emergency mode). If at the same time you do not press CTRL + D, then the login does not occur and ssh does not work. Installed Raspbian - 3 days later the same thing happened.
It seems to me that this error appeared after several hard reboots, since power outages in our office are not uncommon. Now this error always pops up when loading, each time you have to press CTRL + D from the keyboard.
What needs to be written so that this error is ignored and the download always occurs in the normal mode? What if this never happened in the future? That is, I will work remotely with this Raspberry, I cannot afford to go to the other end of the city after each hard-reset and carry a monitor with me.
PS: I attached the journalctl file, there are some logs in it, but it seems that the time was lost in it and I could not find the moment at which this error appeared ...
