Actually there was a question whether it is possible to make it in general.
I didn’t find any fine tuning options in about:config related to base64, browser extensions in which it is clearly written that they can block this either.
The reasons that prompted this to be done: a weak computer at the parents, and terribly slow sites in which many images are embedded in base64. I tried to find instructions on how to add a blocking of such content to adblock, I also did not find anything on the English-speaking Internet.
OS: Ubuntu 14.04 LTS
Browser: Firefox 49.0

Ummm, I think on a weak computer it's more logical to disable pictures \ js \ plugins \ flash completely, but the wording of the question itself is at least strange.
